At the High Level Meeting on AIDS In June 2011, governments and partners agreed to reduce new infections by 50% by 2015. To achieve this in young people, we need higher levels of knowledge. Those who are sexually active and/or use drugs are at higher risk for exposure and need access to effective prevention services and commodities. HIV testing and counseling is an important gateway to many of these interventions.
